The "ERA-GLONASS" terminal means an emergency response system in case of an accident and other emergency situations on the roads, for example, with a robbery. "ERA-GLONASS" is deployed to ensure the call of emergency operational services by automating this process, and to speed up the call, simplifying this procedure as much as possible. "ERA-GLONASS" is based on the navigation satellite complex GLONASS. Today, the grouping has 28 satellites, although enough for the global coverage, which was reached in 2012, 24. "ERA-GLONASS" works with the global GPS system as an auxiliary one.

Thus, from January 1, 2017, it is impossible to sell a new vehicle without an ERA-GLONASS terminal. Most of the major automobile concerns that conduct business on the territory of the Eurasian Economic Union have already prepared: they installed an emergency call system for emergency services, passed the tests and obtained OTTC on their current models.

According to the technical regulations, the vehicle (hereinafter referred to as the "Vehicle") must be equipped with either a device or a system for calling emergency services. The call device provides the determination of the coordinates, speed and direction of the vehicle traffic with the help of at least two active global satellite navigation systems. The message about the vehicle is transmitted manually when the emergency call button is pressed, as well as by two-way voice communication with the emergency service over GSM / UMTS mobile radiotelephone networks. From January 1, 2017, the device must automatically transmit a message to the emergency service when the vehicle is overturned. Accordingly, the call button should be conveniently located, at the same time protected from accidental pressing, should remain operative in the event of a vehicle failure and provide two-way voice communication for at least 20 minutes.


The call system performs the same functions as the device, plus automatic triggering and sending a message to the emergency service in case of an accident. The system's operability is verified by a frontal and side crash test.

Since 2015, the Technical Regulations contain provisions concerning the introduction of changes to the design of vehicles already issued and registered with the state. These provisions are contained in Section 4, and the brevity of their presentation raises discussions within the Ministry of Internal Affairs and the State Traffic Safety Inspectorate, because the State Traffic Safety Inspectorate is entrusted with the function of authorizing and monitoring changes in the vehicle design "in the manner prescribed by regulatory legal acts of the Member State of the Customs Union", while " the order established by regulatory legal acts ", is a normative gap that the Ministry of Internal Affairs tries to fill up to the best of its abilities. The procedure for conducting the examination, the order of subsequent inspections, the network of laboratories is not clear. Now they are using the methodological recommendations of the Ministry of Internal Affairs, which are not yet able to cover the whole variety of issues related to ERA-GLONASS, because there are many pitfalls.
